Saudi Water Partnership Company (SWPC), the main off-taker for independent water and water projects in Saudi Arabia, has issued an Expression of Interest (EOI) for Implementation of Outfall Pipeline for Dammam West Independent Sewage Treatment Plant (ISTP).
The EOI invite, posted on SWPC’s website, was issued on 26 June.
The 200,000 cubic metres per day (m3/day) Dammam West ISTP project, (expandable up to 350,000 m3/day) is Saudi Arabia’s first sewage treatment project based on public-private partnership model (PPP). The project was awarded on a Build-Own-Operate-Transfer (BOOT) basis to a consortium of Metito, Mowah and Orascom Construction for a 25-year term in December 2019.
SWPC said the 29-kilometre long outfall pipeline, with a carrying capacity of up to 350,000 m3/day, would be used to transport unused Treated Sewage Effluent (TSE) from the ISTP to a disposal location in the Arabian Gulf.
The outfall pipeline would be implemented as an Engineering, Procurement and Construction (EPC) contract with the pipeline transferred to the National Water Company (“NWC”) after construction, with NWC operating and maintaining the pipeline, SWPC statement said.
‘It is expected that SWPC will sign an Outfall Pipeline Development Agreement (OPDA) with the selected developer / developer consortium with payments to be made over a term to be determined commencing from the date of transfer to NWC,” the statement noted.
The deadline for the submission of EOI is 18 July 2021.
SWPC is being advised by Deloitte Financial Advisory Services as lead and financial adviser; Atkins Global as technical adviser; and Pinsent Masons as legal adviser.
