Saudi Water Partnership Company (SWPC), the principal offtaker for water and wastewater projects in Saudi Arabia, said that it has received Expressions of Interest (EOI) for the Ras Mohaisen – Baha – Makkah Independent Water Transmission Pipeline (IWTP) and the Jazan Small- Scale Sewage Treatment Plant (SSTP) projects. 

SWPC said a total of 37 companies, including 25 Saudi companies, submitted EOIs for the IWTP project, while a total of 46 companies, including 27 Saudi companies (as part of 38 consortia) submitted their interest in the Jazan SSTP project, according to statements posted on SWPC’s website on Monday. 

The EOI notices for both projects were issued on 22 March with submission deadline of 6 May. 

Ras Mohaisen-Baha-Makkah IWTP 

The 300-kilometre-long Ras Mohaisan–Baha-Makkah IWTP would have a total capacity of 400,000 cubic metres per day, according to SWPC's website. 

The EOI notice said the IWTP would be procured on Build, Own, Operate and Transfer (BOOT) basis with the selected developer company entering into a Water Transmission Agreement (WTA) with SWPC that is expected to be up to 35 years. SWPC's advisers on the project are Synergy Consulting as lead and financial adviser; Amer Al Amr Law Firm as legal adviser; and Fichtner as technical adviser. 

The objective of the IWTP programme is to develop a potable Water Transmission Systems (WTS) network comprising of pipelines and interim/terminal storage facilities to provide connectivity between the consumption centres and the upcoming desalination plants, the EOI notice said. 

Jazan SSTP 

In March, Zawya Projects had first reported that SWPC would announce Phase 1 of its SSTP programme this year starting with the Jazan region. 

The EOI notice said the Jazan project would comprise of the development of 20 SSTPs of varying capacities with a total combined capacity of 104,500 m3/day (with sizes ranging from 1,000 m3/day to 15,000 m3/day), together with associated Collection Networks of approximately 1,500-km (with lengths ranging from 7 km to 415 km). 

The selected developer or developer consortium would sign a 25-year Sewage Treatment and Collection Network Implementation Agreement (STCNIA) with SWPC, the notice said. 

It said the SSTP would be procured on Build, Own, Operate and Transfer (BOOT) basis while the Collection Network would be procured on Design, Build, Finance and Transfer (DBFT) basis and would be handed over to the National Water Company (NWC) after construction. 

SWPC advisers include KPMG Al Fozan & Partners as lead and financial adviser; Jacobs Engineering Group (CH2M Saudi) as technical adviser; and Amer Al Amr Law Firm as legal adviser.  

The SSTP programme aims to commission a large number of SSTPs along with sewage conveyance infrastructure or Collection Networks across all of the Kingdom’s 13 regions through the Public-Private Partnership (PPP) route, according to the EOI notice.
