CENTRAL KUWAIT - JANUARY 13: Kuwaiti oil production tanks are reflected in a lake of spilled oil at the Burgan oil field January 13, 2003 in Central Kuwait. The oil field, the largest in the world, was targeted by retreating Iraqi troops in 1991 in a scorched earth campaign ordered by Iraqi president Saddam Hussein. Today most of the facilities at Burgan have been rebuilt and it supplies more than 1.4 million barrrels of oil per day for export. (Photo by Scott Nelson/Getty Images).
