Dubai-based Emirates Central Cooling Systems Corporation (Empower) announced on Sunday that construction work has started on its 197 million UAE dirhams ($53.6 million) district cooling plant in Dubai Production City.

The district cooling utility said in a statement that 47,000 Refrigeration Tonnes (RT) plant would be implemented in two phases, with the first phase expected to be complete by the end of 2020.

The plant has been designed to achieve LEED Gold certification, according to the statement.

CEO Ahmad Bin Shafar said in the statement the new plant will use the latest chiller technology to achieve "unprecedented low KW/TR."

He said "two Thermal Energy Storage (TES) tanks would help optimise the usage of on and off-peak hours" while potable water savings would be achieved through the use of Treated Sewage Effluent (TSE).

Plant operations would be controlled from Empower's Command Control Centre (CCC), and no human presence will be required at the plant, Bin Shafar noted.

Empower operates more than 1.43 Million RT in Dubai, according to the statement.
