Saudi Arabia’s National Centre for Privatisation & PPP (NCP) and State Properties General Authority (SPGA) have jointly announced the launch the Expressions of Interest (EOI) for the Ministry of Justice Courthouse Complex in Al-Nassem district, Makkah City.

The project would be procured under a Design, Build, Finance, Maintain and Transfer (DBFMT) Public-Private Partnership (PPP) contract, the EOI statement said.

The project constituent parts are:

  • Judicial building encompassing 7 law courts including 79 courtrooms, entrance plaza, and reception halls
  • Administration building encompassing Judges Offices, Administration Staff Offices and Ancillary Facilities - FM team’s accommodation, a Fire Command Centre), technical rooms
  • Parking building
  • Service Building
  • Surface Parking space

The project would be developed over 111,014 square metres of land area and have a built-up area of 115,000 sqm. It will have 3,040 parking spaces.

The deadline for EOI submission is Thursday, 12 January 2023.

The contract duration is 28 years including up to 3 years design and construction period and 25 years operations period.

In order to promote bankability, SPGA will commit to providing availability-based payments (commencing after the construction phase) throughout the term of the Project Agreement.

The Request for Qualification (RFQ) is expected to be issued in the first quarter of 2023 while the Request for Proposals (RFP) is expected to be tendered in the second quarter of 2023, according to the EOI statement.
