UAE – The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (the “SLC”) will hold a virtual introductory meeting to launch the ‘Legislative Audit e-System’ (“LAS”), an online platform designed to assist in the development of sustainable and balanced legislation aiming at supporting Dubai’s comprehensive and ambitious development plan. Scheduled for June 29, 2020 on Microsoft Teams, the meeting is expected to be attended by 32 local government entities that are subject to legislative audit. During the meeting, features of the LAS will be explained, highlighting the advantages of implementing the system.
The SLC will rely on the LAS as an effective and cutting-edge means of facilitating legislative audit process and ensuring sound implementation of legislation by government entities, in line with the best international legislative practices and in coordination with all concerned local and federal government entities.
H.E. Ahmad Saeed bin Meshar Al Muhairi, SLC Secretary General, stated: “The upcoming virtual meeting will serve as an ideal opportunity for local government entities to learn about the advantages of the LAS representing a creative product developed by the SLC, based on the legislative audit policy approved by the Executive Council of the Emirate of Dubai. The LAS will provide a single platform for conducting legislative audit electronically, and will ensure reliability and transparency. The LAS constitutes a leap forward towards implementing the ‘Dubai Paperless Strategy,’ which aims at promoting the digital transformation of government services and operations, adopting a paper-free work culture. The SLC is committed to supporting Dubai’s plan in becoming the world’s smartest and happiest city, in implementation of the insightful vision of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai; and acting upon the directives of H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai and Chairman of the Supreme Legislation Committee in the Emirate of Dubai.”
“We look forward to hosting 32 local government entities in this event where we will demonstrate how they may fully benefit from the LAS, which will foster positive competition amongst government entities and enhance the legislative audit processes, with a view to ensuring reliable and fair implementation of legislation by employing state-of-the-art technology. The LAS will further support the national efforts to develop a transparent and reliable legislation that will support the Dubai Government’s proactive efforts to meet the needs of the current and future generations, bring happiness to the people, and protect the wellbeing of the community. Through the virtual introductory meeting, we also seek to strengthen effective communication channels among the government entities concerned with the legislative audit process, a key pillar to achieving 100 per cent legislative compliance,” Bin Meshar added.
The upcoming event’s agenda includes an overview of the LAS, highlighting its objectives and features, and the role of government entities in putting the LAS to best use to contribute to achieving a more efficient and easier legislative audit process in Dubai. Attendees will also be familiarised with the different types of users of the LAS; the outcomes of the LAS trial run; the available training programmes to optimise the skills of the teams to fully benefit from the LAS, with a view to ensuring full compliance with the SLC Legislative Audit Directorate’s remarks and corrective measures.
