Doha: Qatar Leadership Centre (QLC) and the Ministry of Public Health (MoPH) signed a Memorandum of Understanding (MoU) with the aim of strengthening the ministry’s training and research capabilities. Qatar’s future as the region’s foremost healthcare center relies on investments in high-quality training and modern data-driven diagnostics, research and digital solutions. This agreement mirrors a national commitment to human development as prescribed within the pillars of Qatar National Vision 2030 (QNV2030).

As the world’s first bilingual online survey tool for the promotion of scientific research, www.QSurvey.qa will be used by the Ministry to ensure its research and survey competencies are of the highest standards. The survey tool and its corresponding mobile app were launched in April 2018 under the patronage of Her Excellency Sheikha Al Mayassa bint Hamad bin Khalifa Al Thani, Chairperson of the QLC Board of Directors, as a free platform for efficient data storage and processing.

Commenting on the importance of investing in human capacity building in public health as well as the online survey tool’s applicability for Qatar’s healthcare sector, His Excellency, Sheikh Dr. Abdulla bin Ali Al-Thani, Managing Director and Member at QLC, said: “Due to our wise leadership’s visionary investments in the medical sector, Qatar continues to make significant strides towards its national healthcare aspirations. As such, we proudly enter into a new partnership with the Ministry of Public Health – the leading force behind the country’s progressive health strategy and its transformative effect on our healthcare sector over recent decades.

“As ultramodern technologies and cutting-edge research alter the medical sector every day, efficient healthcare services continue to rely on state of the art training techniques and accurate research methods. The training is expected to strengthen the capacity of both ministry officials as well as members within their network of associated healthcare bodies, such as hospitals and clinics. In support of this, QSurvey will provide innovative data-collection facilities that can record and analyze vast amounts of data for decades to come,” he concluded.

As part of its mandate, QLC seeks to help improve institutional performance at an organizational level through high-quality leadership training for Qatari organizations. Specifically designed for professionals working within the partner organization, the programs include specialized training courses, seminars, and executive mentoring and coaching that are tailored according to the needs of their specific sector – in this case: the ministry of public health.

Qatar ranks as the 5th best healthcare system in the world, and number one in the Middle East according to the Legatum Institute. By enforcing a triple value chain – Better Health, Better Care, Better Value – the National Health Strategy (NHS) 2018-2022 is a comprehensive population health approach that recognizes the centrality of human development through innovation and investment.

Sheikh Dr. Mohammed bin Hamad Al Thani, Director of the Public Health Department at the Ministry of Public Health, expressed his pleasure at signing the memorandum between the Ministry and the Centre, which represents a very important event for both organizations. He stressed that the Ministry will work with QLC in various fields of research and training in a mutually beneficial partnership.

He added that the Ministry of Public Health was one of the first ministries and government agencies that have entered into the deal with the survey engine, QSurvey. Additionally, he emphasized that the cooperation with the Centre will result in providing leading leadership expertise to members of the Ministry of Public Health as well as the healthcare sector across the country.

As a major player in the global health scene, Qatar reinforces the principles of development and community as part of a common pursuit towards societal stability and well-being. To this effect, Qatar led a delegation to attend the first Conference of the Gulf Health Council in Kuwait this month. Healthcare – be it general healthcare, women’s or children’s healthcare – is always amongst core topics of bilateral and multilateral discussions internationally by national leaders.

Advancing the national health strategy in accordance with the UN Agenda for Development and the WHO concept of Universal Health Coverage, MoPH endorses comprehensive quality of care for the citizens of Qatar in line with QNV2030’s “Human Development” pillar. As such, QLC’s bespoke training and development program will serve to advance the national public health organization’s staff skillsets, including: leadership and management skills.

Similarly, QSurvey’s advanced data-collection capabilities will support the Ministry’s in-house administration, and contribute to the advancement of the nation’s healthcare development aspirations. The highly versatile survey tool allows organizations to securely draw on data in order to engage with the relevant stakeholders, complement projects and decision-making processes with accurate statistics, package respondent information easily for presentations, as well as export data to users’ licensed enterprise IT systems

Notably, the tool provides private, public and government organizations with secure and flexible services to gather internal and external reporting information, and opens the pathway for free, unlimited creative research to users. Governmental organizations may rely on its data services for an increasing number of e-government services, while academic, cultural and scientific organizations may utilize the digital space for enhanced collaboration and original data collection.
