MoU signed between SLC and ADAFSA to concert legislative efforts for supporting UAE's sustainable development

UAE: The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) has announced the recent signing of a Memorandum of Understanding (MoU) for legislative cooperation with the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA). The MoU is aimed at enhancing bilateral legislative cooperation in support of the UAE’s ambitious sustainable development drive, with the ultimate goal of the UAE becoming one of the most advanced and happiest countries in the world. The MoU was signed by H.E. Mohammed Juma Al Suwaidi, SLC Assistant Secretary General, and H.E. Mozah Al Muhairi, Executive Director of Policy and Regulation Sector of the ADAFSA. Both parties to the MoU emphasised the importance of concerting and channelling efforts towards the transfer of legislative knowledge, and the exchange of legal and legislative expertise between both parties. The framework of cooperation under the MoU covers developing legal and legislative systems, sharing legal and legislative databases, and investing in the human resources specialised in the legal and legislative fields.

Pursuant to the MoU, the SLC and the ADAFSA have agreed on creating channels for knowledge transfer and exchange of experience between both entities, with a special focus on the principles and methodologies of legislative drafting, legal translation, and utilisation of state-of-the-art technology in legislative work. Both parties have expressed their commitment to increasing legislative awareness by establishing a common understanding of legislation; and promoting the role of legislative audit and legislative laboratories, being critical to ensuring consistency between the local legislation issued in Dubai and the legislation issued in Abu Dhabi, which is relevant to the ADAFSA, with a view to achieving integration between local and federal legislation. 

Al Suwaidi reaffirmed the parties’ keenness on consolidating their cooperation and coordination, especially in the fields of legislative drafting, legal translation, and legislative audit. “These focus areas are the cornerstones of achieving legislative development by drafting sustainable and balanced government legislation that is capable of meeting the current and future development needs of the UAE, and of improving the efficiency of government work, with a view to achieving happiness and welfare for the community,” Al Suwaidi added, pointing out that the SLC is committed to maintaining strong and fruitful ties with the UAE local and federal government entities, including the ADAFSA, to contribute to achieving integration among government entities, which is in line with the directives of the UAE wise leadership for government entities to work together to shape the future as one team.

Al Suwaidi concluded: “We look forward to transferring legislative knowledge and sharing best legislative practices with the ADAFSA, with the aim of enriching legislative knowledge, promoting legislative culture and capitalising on human resources as the mainstay of all development efforts”, explaining that signing the MoU is in line with the SLC’s objective of developing the legislative and legal systems, with the ultimate goal of providing legislation that embraces the present and looks ahead to the future”. “We confidently look forward to the outcomes of this strategic partnership in terms of ensuring consistency between local and federal legislation, as well as investing in human resources and other resources required to ensure proper implementation of legislation in line with the UAE Vision 2021,” AlSwaidi elaborated.

For her part, H.E. Mozah Al Muhairi said: “We are keen on exchanging legislative knowledge and expertise with the SLC, particularly in terms of the methods and principles of legislative drafting, taking into account the fast-paced developments, which require an improved legislative system that is capable of accommodating them. This will be achieved by utilising electronic systems and programmes to support legislative drafting, and adopting the legislative impact assessment approach to ensure that legislation achieves the desired goals and objectives.” Al Muhairi stressed that the MoU is hoped to contribute to enriching legislative knowledge at both entities through organising events related to the legislative work and organising and delivering training programmes specialising in legal and legislative fields, to enhance the efficiency of legal staff and develop their skills, especially in respect of drafting legislation and legal memoranda.”

Al Muhairi pointed out that the ADAFSA will coordinate with the SLC, as a strategic partner, to consolidate legislative cooperation, with a view to developing legislative work and benefitting from the specialised knowledge and expertise possessed by both parties. “The MoU is hoped to develop the legal and technical capabilities of the employees of both parties; to promote legislative culture; and to ensure the enactment, and proper implementation, of sustainable government legislation that supports the government sustainable development process.” Al Muhairi added.

The framework of cooperation between the SLC and the ADAFSA, under the newly signed MoU, focuses primarily on training programmes, which demonstrates the keenness of both parties on enhancing the capabilities of their employees, particularly in drafting legislation and legal memoranda. Both the SLC and the ADAFSA have expressed their commitment to developing and implementing legislative impact assessment as a methodology to push forward the legislative development process and to establish a modern and balanced legislative system capable of supporting the country's ambitious aspirations and vision.
