Starting December 4, a prosecutor will have the power to settle minor cases by criminal orders without referring the defendant to court, a public prosecution source told Khaleej Times.

Under the new system, which aims to expedite the legal settlement of minor cases and save time and effort, a fine payment by the accused will replace the trial process.

It will cover several types of minor offences such as bounced cheques, some drug use cases, minor traffic cases, non-payment of bills and dues and insult (exception of insult of public officers and relevant cybercrimes).

Following investigation by specially-assigned prosecutors, if the defendant's wrongdoing is proved and if the latter did not object to the charge, the prosecutor will decide on the amount of fine to be slapped on the accused.

The work mechanism of the new proceedings will be announced soon.
