RIYADH: An independent qualified body be formed to implement government projects, says the Saudi Council of Engineers (SCE).
An SEC member said projects 'implementation are often delayed due to problems in bureaucracy and a lack of competence of engineering departments.
"Bureaucracy and incompetence due to lack of proper expertise and education have resulted in cumulative problems," said the SCE member, who requested anonymity.
The SEC member said the formation of an independent body comprising highly qualified engineers would solve the problem and finish projects in accordance with the Kingdom's Vision 2030 plan.
"The creation of the proposed body will also put a stop to a number of initiatives of government agencies seeking to address the weakness of engineering departments," he said.
He said instead of offering a solution, they will complicate the issues and exacerbate the problem by confusing government officials.
"Moreover, the independent body will reduce the scattered engineering departments in the various government agencies and integrate qualified personnel under one roof which would unite efforts," he said.
He added that the body will also create specialized units for all stages of the projects, attracting world experts and technical competence in various fields of engineering.
He said that the independent body will also take advantage of those cadres ideal for the study, supervision and follow-up of a number of projects.
